New Funding Is Aimed At Reducing Welfare

Public housing funds are designed to train people to become gainfully employed and manage their personal finances

$246,000 in federal grant money has been awarded to the Carrollton Housing Authority to fund their Resident Opportunities and Self-Sufficiency Service Coordinators program. A total of $1,435,000 was awarded to six housing authorities in Georgia by the U.S. Department of Housing and Urban Development. Over $28 million in grants across the country were awarded to non-profit organizations, resident associations, Indian tribes and housing authorities. Also
receiving grants in Georgia were the towns of College Park, Griffin, Gainesville, Dublin and Valdosta.

The Resident Opportunities and Self-Sufficiency Service Coordinators (ROSS-SC) program helps disabled adults and the elderly maintain their independence by providing supportive services. “This is an annual allocation that we’ve received for the past seven or eight years to promote self-sufficiency of our tenants,” says Carrollton Housing Authority executive director, Charles Griffin. “This is something we take a lot of pride in. It’s a case-working process with a theme to help people become independent from government resources and assistance.”

According to HUD, ROSS-SC provides funds to assist local housing authorities hire service coordinators. These coordinators work directly with residents to assess their needs and then connect them with financial literacy and computer efficiency programs, education, job training and placement programs that lead to self-sufficiency. “The service coordinators funded through these programs open doors of hope that help HUD-assisted families find jobs, access services and assist the elderly and disabled to continue living as independently as possible in their homes,” said HUD Southeast Regional administrator Ed Jennings Jr. in his grant announcement. Linking public and private resources to public housing assistance helps families increase their income and reduces reliance on welfare assistance through local, innovative strategies, says Jennings.
